Why was an innovative solution considered?
The Portuguese Ministry of Health aimed to enhance route management efficiency, minimize environmental effects, and decrease the overall fleet costs for all entities falling under the Ministry and the Portuguese National Health Service.Rather than simply acquiring new vehicles, the Ministry of Health reevaluated the utilization of the entire fleet. They developed an electronic platform to consolidate all data related to fleet usage. In 2017, the Ministry of Health’s shared fleet management platform (GPFMS) was implemented through a public procurement process, where the desired outcomes were outlined as functional requirements.
What were the outcomes?
The platform facilitates resource sharing, including vehicles and routes, leading to a reduction in the number of vehicles, associated costs (such as insurance, fuel, and maintenance), and environmental impact. Additionally, it offers real-time reporting on resource utilization, providing metrics for efficient, transparent, and responsible fleet planning, management, usage, and oversight. This aligns with the Commission’s objectives of digital and green transformation.
